Maybe. I know One80 did a steel tip (either for Roydan Lam or for practice) that was essentially the same....looked like a really long point with one of Roydans Super Kites in the photo I've seen. Tje are maybe a soft tip version of that dart??

Do look like customs though a one piece barrel without replaceable shafts, so if you break the shaft you have had it. Probably a one off set.

Of interest is the second photo. The shafts appear to be fixed and non replaceable.

I know VOKS did a Special Edition (steel tip) called the Sledge Hammer that had fixed, "indestructible" shafts so it's not entirely impossible for the soft tips above to be "mass" produced, just perhaps not outside of Asia or in very large quantities.
